Upper St. Clair Recognizes Former Commissioner

On Monday night, the Township of Upper St. Clair recognized former Commissioner Rex A. Waller for his years of service with an official proclamation. 

Mr. Waller served as a member of the Board of Commissioners, Ward 2, from Jan. 6, 2014 through Dec. 31, 2017; and At-Large from June 3, 2019 through March 1, 2021. He served the Board as follows:
  • Vice President of the Board
  • Chair of the Community Development Committee
  • Chair of the Public Works Committee
  • Chair of the Human Resources Committee
  • Member of the Budget and Finance Committee
  • Representative of the South Hills Area Council of Governments
  • The Outdoor Classroom Ad Hoc Committee
  • The Fields Committee
As a member of the Budget and Finance Committee, Mr. Waller helped guide and oversee the development and approval of the 2021-2025 Capital Improvement Plan and was a member of the Board for the approval of the 2021 Bond Issue Ordinance. 

As a member of the Playing Fields Work group, Mr. Waller helped solidify the efforts to the Township, Upper St. Clair School District and Upper St. Clair Athletic Association to provide recreational opportunities for the youth in our community and supported the development and upkeep of Township parks and playing fields. 

Mr. Waller was an active member of the Public Works Committee during the completion of the Perimeter Trail Extension, the installation of new traffic signal equipment at two intersections along Washington Road, and the installation of a high-efficiency air handling unit in the Community & Recreation Center aquatics area.

Mr. Waller "performed his Township duties with dedication, fairness, and intelligence; maintaining a positive spirit of cooperation and respect with both Board members and Township staff; and his efforts have contributed significantly to the growth and overall quality of life in the Township during his service," the proclamation states. 

Mr. Waller resigned as commissioner on March 1, 2021 after he and his wife bought a house in Washington County. He told the crowd at the Board of Commissioners meeting that being on the board is one of his biggest misses. 

"He (Rex Waller) was a gentleman always and a great commissioner to work with," said Mark D. Christie, President of the Board of Commissioners.

Commissioner Todd D. Burlingame was appointed to serve Mr. Waller's term until the end of 2021. A special election to fulfill the remainder of the term (Jan. 3, 2022 - Jan. 1, 2024) will be scheduled.
